"Sissi", the 16-year-old Princess Elisabeth, accompanies her mother and sister Helene to Bad Ischl where the betrothal of Helene and Franz Josef, the young ruler, is announced. The latter encounters Sissi when he goes fishing and falls in love with her. Sissi loves Franz Josef, too, but their marriage is to bring a heavy burden – Franz Josef's arrogant and stubborn mother.
